1. Work of the General Division . (Mr. Bevan present).

Some recent examples of posters and pamphlets examined and criticised.

Mr. Bevan said there was insufficient collaboration between Production and Foreign Divisions. Sir Kenneth Clark will adjust with Mr. Kirkpatrick.

2. Employment of outside bodies for publicity work .

Principle of contracting out of publicity work at home and abroad to firms best qualified to do what was required approved. British firms to be used wherever possible.

J. Walter Thompson for Rumania and South America.

3. Constitution of meeting.

Name to be settled: Policy Committee, Control or Management Board, etc..

4. Powers and responsibilities of Group Controllers .

Draft to be prepared.

Divisional Directors to have the right to attend meetings when matters of policy importance affecting their Divisions discussed.

5. Overseas Group .

Until it was decided who was to be in executive control Lord Perth would attend.

6. Mr. Bevan's Division.

It was generally felt that the Literary and Editorial section should be a separate directorate. There were other sections in need of clarification.
