FROM THE PRIME MINISTER

In this moment of crisis, when the people of this Island and men and women throughout the Empire are resolved to win final victory over the enemy, the security of the State must be the supreme consideration.

Your internment and the internment of other citizens of countries with which we are at war is, therefore, a necessity of war. You should not regard internment as a humiliation or a penal measure.

His Majesty's Government are aware that this stern necessity may involve undeserved and unavoidable hardships for many. They are also aware that many thus interned are refugees from oppression; men and women who ardently desire Britain's victory and the defeat of the Totalitarian States.

Unfortunately, there is every reason to fear that among the internees are also a certain number of dangerous agents of the enemy, and of persons whose integrity must be doubted, or who, although in sympathy with the cause for which we are fighting are exposed to pressure by the enemy's secret police. If enemies of this country - who have not scrupled to abuse our hospitality and pose as friendly refugees - were allowed freedom of movement they could and would cause serious damage and thus hinder the war effort of this country.

Your internment is therefore an unavoidable act taken in the interest of National Defence.

His Majesty's Government wish to assure all honest friends of Great Britain now in Internment Camps:

1) that the just grievances of the internees are being dealt with;

2) that many of those who can actively assist this country in the successful prosecution of the war, will, in due course, be released.

3) that living conditions in all Internment Camps are being improved.

His Majesty's Government therefore expect from all internees that they should bear this sacrifice of a temporary loss of freedom for the sake of our final victory over the enemy.
